Survey on the Implementation and Enforcement of HBA Regulations

The Department of Employment and Labour (DEL) acting in its capacity as the custodian of the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993), appointed a technical committee to monitor the implementation and enforcement of the Regulations for Hazardous Biological Agents, 2022 (Regulation No. R1887 of 16 March 2022) as promulgated in Government Gazette No. 46051 on 16 March 2022 (“the HBA Regulations”). The following are the technical committee members:

  • Ms Jabulile Mhlophe (Chairperson and Convener, DEL).
  • Ms Denise Minnie (SASOHN).
  • Prof Daniel Cocks (SASOM).
  • Dr Sibongiseni Myeni (SAIOH).
  • Dr Gerhard Verdoorn (CropLife South Africa).
  • Dr Lesego Rametsi (ABSA Group)
  • Mr Given Aphane (Secretariat, Department of Employment and Labour).

The DEL hereby requests you as a stakeholder, to assist the members of the technical committee to evaluate the success of the implementation and enforcement of compliance with the HBA Regulations. The key question to be considered and answered by yourselves, is the following:

“What are the challenges that employers in your sector, industry or institution face in terms of compliance with the HBA regulations?”

We would appreciate it if you can fill in the attached form and return it, via email, to Given.Aphane@labour.gov.za  on or before 30 January 2024.
