"Risk Based Management System"

It is widely accepted and agreed that to be truly successful in the implementation of a Health and Safety Management System, the entire system needs to be risk driven.

In most Western countries, the requirement to identify hazards and their accompanied risks, analyze the risks, identify adequate controls to mitigate these risks and communicating the risk and the control measures to employees, is a requirement of local legislation. Even so, you find that many companies do not identify the risk to their employees adequately, thus resulting in continuous injuries and even fatalities.

It is even more difficult to implement a risk based management system in a country where there is no significant Health and Safety Legislation and the culture is not necessarily risk averse.
